Now we have solution throught choose category, it's OK. But for what we have the file in template 'offline.php'.
Missing solution for extra file.
Maybe in ACP in Offline site you can add option for custom page.

Offline page works exactly that way, you create an offline page with your custom content and select the page as your offline page in your administration panel (since 2.1).
The offline.php file within the template is a backup for the offline page.
