Departments Confusion

I am confused on the departments and the guess access features?

its like every section (faqs, chat, support) has the same option for departments?

I have tried with Guest Access Yes & Guest Access No and either way, I only see one department box show, even though I have created 2 departments:

I have the guest access set to YES as of now, yet there is still a login box at the support tab:

So maybe I am misunderstanding, I assumed guest access meant any person visiting my website would be able to see support departments here? am I wrong?
